Bugs in package

Hello. I purchased a few bags of OM organic lavandin flower/whole back in last December. When I received I transferred to a glass air tight jar. Today I went to get jar and noticed that inside is an abundance of tiny brown bugs moving around in jar. I don’t think this is normal. What can this be??? Can I return it for investigation??

Amazing quality and quantity. I am so impressed with this product. I've placed it in my cold process soap as well as my bath salts. Smells like heaven.
